‘I am a supporter of dialogue about crypto-mining farms’

El Ministeri d'Energia va acollir una reunió amb l'Associació Kazakhstan de Tecnologies Blockchain, l'Associació de Blockchain i el Centre de Dades i la Indústria Tecnològica, i representants del Ministeri de Desenvolupament Digital, Innovació i Indústria Aeroespacial de la República de Kazakhstan i KEGOC JSC. During the meeting, Minister Magzum Mirzagaliyev noted that mining farms that comply with the requirements of the law would not be subject to restrictions and disconnections from electricity. In return, the data centres of miners must carry out their activities without compromising the country’s energy security.

Segons el ministre, els empresaris que es dediquen a la mineria digital són les mateixes entitats empresarials que els representants d'altres indústries, i no hi hauria d'haver cap discriminació.

“Given the high potential of the blockchain industry, it is necessary to combine efforts for its further development. I am a supporter of dialogue; therefore, I call on the “white” miners to jointly search for solutions to ensure the reliability of the unified electric power system,” M. Mirzagaliyev emphasized.

Els responsables de les associacions van dir que estan disposats a considerar la possibilitat d'adquirir no només electricitat domèstica sinó també importada i invertir en la creació de noves capacitats energètiques, incloses fonts d'energia renovables.

The Ministry of Energy proposed the Ministry of Digital Development to make changes and additions to regulatory legal acts to establish requirements and criteria for persons carrying out digital mining activities. This will allow identifying and taking action against “gray” miners who need to register and legalize their business to continue their activities.

“We have built a constructive dialogue with the Ministry of Energy, and we received all the answers to our questions that worried. Of course, as citizens of our country, we are also interested in the stability of the electric power system. We have made several proposals that will elaborate them jointly with government agencies in the near future,” said Islambek Salzhanov, chairman of the presidium of the Kazakhstan Association of Blockchain Technologies.

“The so-called ‘gray’ miners are basically those who hide the electricity consumption of digital mining behind other main activities. These farms are often located in those points where the growth in electricity consumption is unpredictable, for example, in settlements in the southern regions of Kazakhstan. It is necessary to fight with such “gray” miners; only through joint efforts of government agencies and associations can we achieve results,” added Alan Dordzhiev, Chairman of the Association of the Blockchain and Data Center and Technology Industry.

Es va assenyalar que anualment més de 127.5 milions de tenge arriben al pressupost estatal de la indústria de la tecnologia blockchain. D'aquí a cinc anys, la indústria atraurà inversions per valor de 500 milions de tenge. Actualment, Kazakhstan ocupa el segon lloc del món en mineria de bitcoins amb una quota del 18.1% en el hashrate global.

Després de la reunió, es va signar un Protocol conjunt, segons el qual les parts van acordar:

to attract investments to develop new large renewable energy projects through the Settlement and Financial Center concerning “white” miners with a guarantee of electricity purchases (Off-take contracts) from them.

Les parts van expressar la seva disposició a continuar treballant conjuntament per estabilitzar el mercat elèctric i crear les condicions necessàries per al desenvolupament de la mineria digital com a nova indústria.
